Introduction 

All projects from contract execution through commercial operation must submit quarterly reports through the LSR portal.  Reports are due March 1, June 1, September 1, and December 1. The quarterly report consists of an updated project schedule and project narrative, plus attachments where applicable.

Locate and access the project record in Salesforce. Then click the Details tab.

On the Details tab, scroll down to the Project Milestones section.

Review each numbered milestone (1-40) and update the following fields for each, as needed:

Field NameRequirements
DescriptionProvide a brief status description (~1-3 sentences).
Start/End DatesInput actual or expected dates. Start and End dates can be the same for discrete events.
Percentage CompleteUpdate the progress towards the milestone completion.

Within the same project record, select the relevant Progress Report milestone (i.e. "Progress Report - 6/1/2021").

In the Description field, enter a brief narrative addressing updates to the following items (as well as any other pertinent details not covered by the Project Schedule updates):

  • Recent communication with local governments and community including organized support and opposition groups
  • Upcoming and recently completed outreach activities (open houses, town/planning board meetings, etc.)
  • If applicable, list any negotiated local benefits outside of the PILOT and/or HCA.
Permitting ApproachNote any change in project’s permitting strategy vis-à-vis SEQR, Article 10, or the Office of Renewable Energy Siting (ORES).  
Challenges and SuccessesOther updates, including challenges, successes, or commercial risks to the project and the strategy to minimize/mitigate such risk.  
Procurement Plan

Describe the procurement plan for the each of the major equipment items of the renewable energy facility. Please indicate the planned manufacturer, if the Seller will be self-procuring or if the EPC will be procuring, if a purchase order has been executed, when the project is expecting to begin taking receipt of the equipment, when full delivery is expected and if there are any procurement concerns the project is experiencing.

  • Solar facilities, please provide the procurement stage of each of the following: the panels, inverters, racking and transformers.
  • Wind facilities, please provide the procurement stage of each of the following: turbine/nacelle, tower, blades and transformers.

Upload required attachments to the corresponding document slots as available. Required attachment could include:

  • Copies of any permits or approvals granted;
  • Copies of any correspondence (of any type) denying or refusing any permit or approval;
  • Prevailing Wage documentation;
  • Insurance Certificates – Reminder to deliver Insurance Certificates to [email protected] prior to commencement of construction.
  • If available, please provide project financial model and/or independent engineering report. This information will be used for internal purposes in an effort to track expected and actual capital and operating costs; and/or
  • For projects in construction, Project Photos – NYSERDA welcomes Sellers to provide media content (e.g., images, videos, etc.) of the Bid Facility at various phases of construction and operation. NYSERDA would seek permission from the Seller prior to using provided media content in public facing documents.

NYSERDA’s Agreement requires that you collaborate with NYSERDA's Communications Unit, or RES program staff, with regard to the preparation of any press release, public announcement, publication or media interview with respect to the contract or the project.
