The School Bus Incentive Program is a program that grants vouchers to school districts. These vouchers enable districts to purchase at least three electric school buses. The program also provides help with purchasing/installing chargers and supportive infrastructure for buses purchased via the vouchers. Disadvantaged Communities will receive at least 35% and ideally 40% of program funding.
The instructions below guide you through the processes of applying for incentives in the Salesforce Partner Portal. You will need an active portal account to submit a Participant Agreement and a Project Application. To learn how to create a portal account, expand the link below. If you already have a portal account, you can log in using this link: Salesforce Portal. Once you have an active portal account, use the two tabs below to learn first how to submit a Participation Agreement, followed by a Project Application.
You must first complete the Dealer Application before moving on to the Project Application.
To complete and submit a Dealer Application, access the Dealer Application and follow the instructions below.
Be sure to complete all required tabs in full to prevent possible denial of the application. If your application is missing information, you will receive an email from NYSERDA asking for corrections.
The Dealer Application contains six (6) separate pages. Review the information in the blue box at the top of the page. It provides high-level guidance and requirements that may be necessary for you to complete each page.
- Fields marked with a red asterisk ( * ) are required and must be completed before you can move on to the next page.
- Fields with thesymbol contain helpful field guidance and instructions that appear as tooltips when hovering your cursor over the symbol. The information in these tooltips ensures you provide the correct information. Not all fields contain this symbol.
- Clicking Continue at the bottom of any page will save your progress (if all required fields have been completed) should you be unable to complete the agreement in one sitting.
On the Company Information page, complete the required fields. Once you complete the page, click the Continue button.
You may enter your Employer Identification Number (EIN) or your Social Security Number (SSN). Please note that NYSERDA does not ask for SSN on this form.
You are required to download and review the NYSBIP Dealer Participation Agreement and the NYSBIP Implementation Manual.
Please DO NOT copy or share the URL shown in your browser for this page. It is unique to you.
On the Contact Information page, enter the Primary Contact Information, Accounts Receivable Contact, and Authorized Signatory Contact. Once complete, click the Continue button.
If the Primary Contact is also the Accounts Receivable and Authorized Signatory Contact, check the associated box to indicate that all three are the same individual.
On the Eligible Vehicles page, select the Vehicle Manufacturer(s) from the drop-down menu then click the Continue button. Select all of the manufacturers you are applying to sell.
On the Certification page, fill in the required fields and click Electronic Signature to provide your signature, then click the Continue button. An Electronic Signature is the only way to submit a signature.
Check the boxes to indicate that you have downloaded and reviewed the NYSBIP Dealer Participation Agreement and the NYSBIP Implementation Manual.
The steps below guide on how to sign your application with an Electronic Signature.
At the bottom of the Certification page, click the Electronic Signature button.
The page will redirect for you to review and sign the document. Check off the Box and click Continue.
You can also click on the Other Actions menu to sign later or get other supports.
After you review the document, click the Start button for the page to redirect you to sign.
At the bottom of the page, click the Sign button.
Review your signature then click the Adopt and Sign button.
Click the Finish button to complete your Electronic Signature process. The page will redirect back to the Certification page.
On the Documents page, click on the Choose File button under the Required Documents section to upload the appropriate files to complete your application, then click Continue.
The Other Documents section allows applicants to upload supporting documents.
On the Submission Confirmation page, click Submit to complete your application.
Once you submit the application, you will receive a confirmation message. A NYSERDA representative will be in touch in the next 2-3 business days.
You will receive a confirmation email upon submission of the application. It may read similarly to this:

Once the Dealer Application is approved, move on to Step 2: Register for Portal Account instructions.
If NYSERDA declines your application, they will tell you their reasons and provide a timeframe for you to re-submit with the requested information.
To register a new Salesforce Portal account, follow the instructions below.
To register for a portal account, access this link: Portal Registration Link.
The Portal Registration website contains two (2) messages at the top. The first provides guidance on what company information should be entered into the Company Information section of the registration form. The second message provides a link to the Salesforce Portal login page should you lose it.
Complete the Company Information section, being sure to populate all required fields (shown with a red asterisk * )
Please register with the main company information, not the sub-entity (LLCs, Inc, etc.) information.
Complete the Contact Information section, being sure to populate all required fields (shown with a red asterisk * )
Click Create at the bottom of the registration form.
The email address you provide in the Contact Information section of the registration page will receive an email notification. Within the email notification, click the create a password link to finalize the registration process by choosing a password.
Once you complete the registration and set your password, you can log into the Salesforce Portal at any time using this link: Salesforce Portal.
Once you are in the Salesforce Portal, click on the Submit a New Application tab on the home page.
From the Choose a Program page, click on the New York School Bus Incentive Program tab.
Follow the Step 3: Project Application instructions below to fill out the Project Application.
To complete and submit a Project Application, follow the instructions below.
You may cancel your application if you believe you cannot complete the project.
The Project Application contains eight (8) separate pages. Review the information in the blue box at the top of the page. It provides high-level guidance and requirements that may be necessary for you to complete each page.

Fill out the required fields under the Vehicle Dealer Information section.
Some fields will be automatically populated.
Under the School District Information section, click the School District dropdown list to select your school district.
Under the Is the district the purchaser of the eligible vehicles for this application? dropdown, select Yes or No.
If you select No, you will be required to fill out an additional section of Vehicle Purchaser Information.
Fill out the required fields under the Primary School District Contact section and click Continue.
You are allowed to add a Secondary School District Contact.

Click the Add a Site hyperlink.
Fill in the required information under the Add New Project Site window and click Save.
Once you add the new Project Site, click Continue.
You may add more than one site.

Use the Vehicle Make, Vehicle Type, and Vehicle Age dropdown lists as a filter. Then select a box under Adder options.
This is an optional step.
If Yes is selected for the Wheelchair Accessible Option field, you will see available models of school buses that can accommodate the wheelchair. See the screenshot below.
Under the Eligible Vehicles and Model years list options, select the Eligible Vehicle by clicking the box on the left. Then click Continue.

If the site address is a DAC (Disadvantaged Community), then the Priority District Bonus Applied field will change.
If the Priority District Bonus is not applied, the field will automatically change to No.
If the Priority District Bonus is applied, the field will automatically change to Yes + Bonus.
If both the Priority District Bonus and the Electric School Bus is Wheelchair Accessible, both fields will automatically change to Yes and both Bonuses will be applied.
- NTA base amount = $114,000.00 + Wheelchair bonus for NTA = $8,000 + Priority District Bonus = $28,500 =$150,500
- NTC base amount = $147,000.00 + Wheelchair bonus for NTC = $8,000 + Priority District Bonus = $36,750 = $191,750
- NTD base amount = $156,000.00 + Wheelchair bonus for NTC = $8,000+ Priority District Bonus = $39,000 = $230,000
- RTA base amount = $105,000.00 + Priority District Bonus = $21,000 = $126,000
- RTC base amount = $135,000.00 + Priority District Bonus = $27,000 = $162,000
Fill out the required fields under the New Vehicle Information section. Once you have filled in the required fields, click Continue.
If you select Yes under the Scrappage Opt-in dropdown, a subform of Existing/Scrappage Vehicle Information will appear requesting additional information.

Review the Terms and Conditions and confirm the voucher application meets all the requirements.
You are required to download and review the NYSBIP Implementation Manual. Once ready, click the box agreeing to all nine (9) Terms and Conditions and click Continue.

Click the Choose File button under the Required Documents section to upload the appropriate files. Click Continue to complete your application.
The Other Documents section allows applicants to upload supporting documents.

Verify all information under the five (5) sections and click Continue:
- Project Roles
- Address
- Eligible Vehicles Details
- Transaction Details Information

Click Submit to complete your application. Then, follow the Submission Verification instructions below to verify the submission status.
The instructions below guide you through the Submission Verification process. Once you submit the Project Application, you should expect the following communication via email:

Once you submit the Project Application, navigate to the Projects tab and select All Submitted Projects under the dropdown list.
Under the new dropdown, locate your application and confirm its Submitted status under the Status Column.
The instructions below guide you through the Document Rejection process. Once you submit the Project Application, NYSERDA staff will review and approve all required documents submitted. If any document(s) do not meet the requirement, it will be set to Rejected status and you are expected to upload a new document.
You can expect the following communication via email if any document is rejected:

This is an urgent reminder. We sent you an email about a problem with the above-referenced application to the NY School Bus Incentive Program (NYSBIP) application on PROJECT NAME.
You must provide the requested information by RESPONSE DATE or your application will be canceled. Once canceled you may reapply any time before the vehicle is delivered.

If you receive a Document Rejection Email, access your NYSERDA SalesForce Portal. Then, navigate to the Projects tab and select All Waiting for Customer Response under the dropdown list.
Under the new dropdown, locate your application and click on your Project Name Hyperlink.
In the Project Details page, scroll down to locate the Document Information section. Then, look for any document with a Reject status.
Click the Choose File button to re-submit the document.
Once you add the new document, click the Save Document button.
The rejected document should now show a Submitted status.
Once NYSERDA accepts the Project Application, you should expect the following communication via email:
Congratulations! The voucher for the above-referenced NYSERDA NY School Bus Incentive Program application, transaction number XXXXX has been approved.
[PROJECT TRANSACTION NUMBER] has been reserved for fifteen months. You must submit the required delivery information and documents before XX-XX-XXXX or your application will be canceled, and the incentive funds will be returned to the funding pool. Prior to the one-year deadline, you can apply for up to a six-month extension which will be approved or denied solely at NYSERDA’s discretion. No payments will be made until NYSERDA has received and approved all documents required in the Program Implementation Manual.
Remember, you MUST notify and collaborate with NYSERDA before issuing any press releases or conducting any media outreach regarding this vehicle purchase.
